Technical measures for locomotive shunting safety

locomotive shunting accidents in the plant are mostly caused by the derailment of locomotive and vehicle, the illegal release of vehicles or the collision of shunting personnel with obstacles on both sides of the line. In recent years, due to the increasingly busy transportation of motor vehicles in the plant, the number of level crossing crash accidents is increasing, which can not be ignored. Through some accident examples and accident analysis introduced above, it can be seen that among the above accident examples, the most dangerous is the illegal parking of vehicles on the railway line in the plant. Once out of control, it often causes casualties, building damage, and heavy losses to the lives and property of the national people. The derailment of locomotive and vehicle is caused by poor line maintenance and other reasons. The obstacles on both sides of the line are also a major accident hazard that must be paid attention to in the transportation operation in the plant. Since most of the victims of accidents in the process of locomotive shunting are shunters and couplers, the following requirements are put forward for the operation safety of shunters and couplers:

(I) basic requirements for shunters and couplers

1. In order to ensure the personal safety of shunters and couplers and prevent accidents, shunting operators must be healthy, have normal hearing and vision, be energetic, and move quickly, Strong judgment, and after examination, in view of the above situation, it is considered that the following adjustments should be made: the personnel who pass the test and hold the safety technology certificate should be transferred

2. Shunting operators should have a physical examination every year, and those with contraindications (such as color blindness, night blindness, hypertension, heart disease, epilepsy, etc.) should be transferred from work

3. shunting operators are required to be familiar with the factory line conditions, such as ramp, curve, radius, turnout, crossing, effective length of the line, etc. Take a full rest before going to work, concentrate during the operation, often pay attention to the movement of the driving range, especially the direction of the vehicle, strengthen the lookout, carefully call and respond, and confirm the signal before working

4. During shunting operation, the clothing must be fastened, the pants must be fastened, and the buttons must be fastened to avoid being protruded by the vehicle or other vehicles, so the size is as close as 25mm × 25mm outlet hook. When wearing a cold hat, you need to expose your ears to avoid affecting your hearing

5. The leaders of the unit organize shunting operators to learn once a year, explain the knowledge of safe operation, and take an examination, and transfer the examination results into the column of the certificate

(II) signals and signs of locomotive shunting operation

1. The factory shall set up various obvious safety signs formulated in accordance with national standards on shunting operation lines, such as plant bends, level crossings, ramps, locomotive furnace cleaning, drainage and other places

2. Shunting signal is an order to instruct shunting staff. Only by correctly implementing the signal regulations can the vehicle be organized accurately. Therefore, it is required that the shunting staff should be familiar with the provisions on signal display, and be able to display hand signals skillfully, so that the signal display is correct, timely, clear and serious

3. Basic color of visual signal:

red indicates parking; Yellow indicates attention and deceleration, and green indicates operation at the specified speed

4. In the process of shunting operation in the plant, items:

(1) stop signal: visual signals should pay special attention to the following

daytime questions - unfold the red signal flag

night - red of first hand signal lamp: tingguang

(2) deceleration signal:

daytime - fastener acceptance inspection gb/t90.1 ⑵ 002 press down the green signal for several times

night - press down the green hand signal light for several times

(3) command the locomotive to show the signal from the direction of people:

day - unfold the green signal flag and shake it left and right at the bottom

night - the green hand signal lamp swings left and right at the bottom

(4) signal to command the locomotive to move slightly in the direction of the signal display person:

day - the closed red signal flag is raised vertically and horizontally, and then the unfolded green signal flag moves slightly left and right

(5) command the locomotive to signal the opposite direction of the signal display person:

when transferring signals without using hand signal flags or red and green hand signal lights, swing your arms in the daytime and use bright hand signal lights to transfer signals in turn at night

5. Auditory signals:

auditory signals include the sound of horn, whistle, sounding pier and the whistle of locomotive and rail car
